QATSICPP has made a submission to the Child Safety Commission of Inquiry on Queensland’s role as a corporate parent and the experiences of children who are on both child protection and youth justice orders.
Across systems, we see the same pattern: missed early intervention, fragmented planning, limited disability and mental health assessment, disrupted schooling, and weakening cultural connection—especially for children in residential care and those on dual orders. We outline practical reforms that embed whole of government accountability, prioritise early and therapeutic responses, and scale Delegated Authority so decisions sit closer to culture, family and community.
There is immense strength across Aboriginal and Torres Strait Islander communities. Children thrive when culture, kin and Country are centred, when schooling is stable and supported, and when health and disability needs are identified early and met. Our submission sets out a pathway to act earlier, work together, and change futures—so every child in the State’s care grows up safe, loved and strong.
